## What Changed

- **"Create new dialog" button and info panel.** The info panel and create-new-dialog button display and behave correctly.

## How It Changed

**Before:** In some states, the info panel or "Create new dialog" button could show incorrect state.  
**Now:** Panel and button match current context.  
**Why it matters:** The operator sees the correct UI and can create a new dialog without confusion.
